Beijing Municipal Vehicle Emission Management Center is affiliated to Beijing Municipal Environmental Protection Bureau, mainly responsible for the supervision of the mobile pollution source emission from vehicles, off-road machinery and oil storage facilities in Beijing.
1. Implementing relevant national and municipal laws, regulations and standards of vehicle emission prevention, and implementing relevant measures of atmospheric pollution prevention of the municipal government;
2. Organizing and guiding the environmental protection departments of districts and counties to conduct inspection in the key time periods, key regions, key roads, key institutions, key types of vehicles, and conduct road inspection during the night, selection inspection in institutions and inspection at intersection of the highways inbound to Beijing, as well as the assessment on the on-road pollution;
3. In accordance with relevant regulations, responsible for supervising and administering the periodic inspection on the vehicle emission and issuance of environmental protection labels in Beijing, and conducting periodic inspection on the qualification of the vehicle testing institutions;
4. With the entrustment of Beijing Municipal Environmental Protection Bureau, conducting testing on environmental protection conformity of new vehicles to be sold in Beijing and inspection on conformity of in-use vehicles in Beijing;
5. Conducting scientific researches and testing on pollution prevention of vehicle emission and providing the decision-making departments with evidence;
6. Organizing and conducting the enforcement inspection (testing) randomly on the oil and gas recycling and treatment equipment as well as the adding of oil cleaning agents at oil storage facilities (gas stations, oil depots and tankers);
1.Responsible for acceptance and handling of relevant complaints on mobile source pollution;

Internal Organizational Structure and Responsibilities:
1. Responsibilities of Administration Office
A. Assisting leaders of the Center in dealing with daily administrative affairs, formulating work plans, annual work plans, regulations and rules of the Center and supervision their implementation;
B. Responsible for handling the daily documents, archives management, publicity and reception and liaison work;
C. Responsible for personnel (labor and salary) and human resources management;
D. Assisting the CPC Branch with the CPC development, discipline supervision, Labour Union, Youth League, as well as the culture and ethical development of the Center;
E. Responsible for dealing with the informants and complaints of vehicle emission; and

2. Responsibilities of Chief Engineer Office
A. Organizing and guiding relevant sections (offices) to conduct business and scientific researches;
B. Composing (amending) relevant professional technological standards and management regulations on the supervision of vehicle emission;
C. Organizing and conducting international and domestic technical exchanges, analyzing and processing the dynamic information on pollution prevention of vehicle emission;
D. Responsible for the training of professional technical staff of the Center;

3. Responsibilities of Vehicle Emission Supervision Section
A. Organizing and guiding the environmental protection departments of districts and counties to conduct inspection in the key time periods, key regions, key roads, key institutions, key types of vehicles, and conduct road inspection during the night, selection inspection in institutions and inspection at intersection of the highways inbound to Beijing;
B. Organizing and guiding the environmental protection department of districts and counties to conduct remote sensing enforcement and inspection on vehicles travelling on road;
C. Responsible for organizing environmental protection departments of districts and counties to inspect, penalize and report on vehicles exceeding the emission standards in accordance with the law;
D. In accordance with the unified arrangement of the entire city, improving the joint-action mechanism of vehicle pollution supervision and organizing the implementation of emergency enforcement;
E. Responsible for the statistics analysis on the data and information from the enforcement and inspection on vehicle emission;
F. Finishing other assignments from leaders.
4. Responsibilities of Vehicle Emission Supervisory Monitoring Section
A. Responsible for the management of environmental protection labels of vehicles in Beijing;
B. Supervising and guiding the testing institutions to conduct testing on vehicle emission in accordance with regulations, and conducting review and evaluation on the application for qualification of entrusted periodic testing of the testing institutions;
C. Responsible for the operation of the network monitoring system of I/M system, collecting and processing, conducting statistical analysis on the monitoring data of vehicle emission, and providing technical service to the supervision;
D. Responsible for the management of the certificates of the on-the-job employees in testing institutions and organizing the technical training and examination of the on-the-job employees of the testing institutions;

5. Responsibilities of Oil and Gas Product Management Section
A. Responsible for supervising the recycling of the oil and gas in oil storage facilities (gas stations, oil depots and tankers) in the entire city;
B. Supervising and guiding the environmental protection bureaus of districts and counties to conduct supervision and management on the uses of the oil and gas recycling equipment in oil storage facilities;
C. Organizing relevant testing institutions to conduct random supervisory testing and inspection on the emission from the oil storage facilities;
D. Responsible for handling the complaints and informants on the emission from gas stations, oil depots and tankers;
E. Conducting scientific researches on oil and gas products;
F. Responsible for the assessment on the oil and gas recycling of the testing institutions;
G. Cooperating with relevant departments to conduct random inspection and testing on the oil quality and the adding of cleaning agent of vehicles;
H. Finishing other assignments from leaders.
6. Responsibilities of Vehicle Emission Lab
A. Assisting the inspection on the production conformity of new vehicles to be sold in Beijing and the conformity of in-use vehicles;
B. Responsible for calibration and daily maintenance of the testing equipment of vehicle emission labs, guaranteeing the normal operation of quality management system and ensuring the testing quality;
C. Conducting training of technical staff from vehicle emission labs; responsible for the review, management and comprehensive analysis of the testing data and providing technical service for supervision and scientific researches;
D. participating in exchanges and cooperation on testing methods and technologies of vehicle emission;
E. Finishing other assignments from leaders.
7. Responsibilities of Financial Section
A. Responsible for formulating and supervising the implementation of annual financial budget and annual financial statement;
B. Responsible for the planning and management of the institutional funds and other funds;
C. Responsible for daily revenue and expenditure as well as the payment and reimbursement review of the funds such as insurance, public reserve fund, health-care and so on;
D. Responsible for verifying the procurement of fixed assets, account management, and the account verification of the dining-room;
E. Responsible for financial auditing, preparing financial statement and management of financial archives;
