Responsible for drafting local legislations and governmental regulations on comprehensive management of pollution sources of Beijing and organizing the implementation; organizing the composing and supervising the implementation of programs of total pollutant load control and annual reduction plans, and implementing pollution discharge permit systems; formulating and organizing the implementation of responsibility system of total pollutant load reduction as well as examination and rewarding systems; responsible for the supervision and management of construction and operation of pollution reduction projects; responsible for formulating the pollution prevention policies for key sectors and participating in promoting the cleaner production; responsible for the supervision and management of pollution sources prevention in accordance with the law, and undertaking relevant administrative permission work; organizing the implementation of quantitative assessment on comprehensive environmental improvement; and responsible for environmental statistics and census on pollution sources.
